• Inside PAR, TINO will turn westward while over the Philippine Sea. On the forecast track, the center of TINO may make landfall in Caraga or Eastern Visayas by Tuesday (04 November) morning. It is expected to cross Visayas and Palawan between Tuesday and Wednesday (05 November). Afterwards, it will emerge over the West Philippine Sea by Wednesday morning or afternoon.
• TINO will continue to intensify while over the Philippine Sea and may reach typhoon category by Tuesday (04 November). Further intensification prior to its landfall is not ruled out. Based on the intensity forecast, the highest wind signal that will be hoisted is Wind Signal No. 4.
• The tropical depression outside PAR is less likely to directly affect the weather and sea condition in the next 24 hours. Wind Signal No. 1 will be hoisted over Eastern Visayas and Caraga by tomorrow morning or afternoon. Onset of heavy rains is likely by Sunday evening or Monday morning. Gale Warning may be raised over Eastern Visayas and Caraga as early as Monday morning.
